Development

Mark is a Chartered Planning and Development surveyor with over 21 years’ experience in the property sector. Having joined Respond in 2023, Mark’s principal remit is to drive Respond’s national delivery programme, leading a highly experienced team of senior development managers, development coordinators, architects, quantity surveyors and construction professionals.

Mark moved from a leading PRS investment management platform, where he oversaw new business pipeline, transaction management and asset management as Director of Acquisitions and Asset Management for nearly 5 years. Mark has over 21 years’ experience in the Irish real estate sector, and is a Chartered Planning & Development Surveyor registered with the SCSI and RICS. He has also achieved academic awards through his Post Grad studies at Trinity College Dublin. His work and client base has included the identification of real estate pipeline opportunities, transaction management, development management and in a previous role spanning 15 years, undertaking strategic consultancy for a client base to include Religious Orders, Approved Housing Bodies, Trusts, Corporates, Private Clients and International Funds. In his line of work, Mark has managed the targeted acquisition of investment opportunities or the development management of strategic real estate assets ranging in value from €5m to €125m.

Liam joined Respond in 2000 and has since then held the responsibility for securing funding across the country for the Respond Building programme. Over the last 20 years Liam has gained extensive knowledge of the many funding streams that have operated in the state including CAS, CLS, Affordable Housing Schemes, etc. Prior to joining Respond, Liam worked as a Quantity Surveyor for John Paul Construction and Tolmac Construction. Liam has extensive experience in the many aspects of the provision of social and affordable schemes including standard residential housing, multi-storey residential developments, conservation projects and asset management. Liam works as a Senior Development Managers and is responsible for new housing opportunities and delivery in Waterford, Wexford, Kilkenny and Cork.

Christine is a registered Architect and a member of the Royal Institute of Architects of Ireland. She has over 20 years’ post graduate experience and has extensive experience in design, space planning, deep retrofits, project management and contract administration.

Christine has worked in the AHB sector for more than 15 years. She has worked on Respond’s in house construction projects including the 86 unit mixed-tenure development in Athy, 161 Mixed-used development in Cookstown Way, Tallaght and the Redevelopment of the High Park Church and Buildings including proposal for 101 new homes. She’s also involved in new housing opportunities from small scale residential to large scale multi-tenure developments; working with stake holders and managing various funding streams.

Prior to joining Respond in 2006, she worked as an Architect in the private sector and was involved in a wide array of projects ranging in value of €50k to €180M including high-end mixed-use residential and commercial developments.

Sarah joined Respond in January 2024 as Senior Development Manager, with responsibility for delivering Respond’s current pipeline, bringing projects from post-planning through to completion, and working with all internal and external stakeholders. Sarah has worked in the AHB sector for over 9 years, specializing in strategic projects such as the implementation of cost rental, large mixed tenure projects, regeneration projects, and age-friendly and specialized housing.

An accomplished Senior Property Development Manager with over 19 years of extensive experience in property development, project management, and strategic planning. Proven track record of successfully managing residential development projects from inception to completion. Expertise in site acquisition, financial analysis, regulatory compliance, and stakeholder management. Adept at leading multidisciplinary teams to deliver high-quality projects on time and within budget. Prior to working in the AHB Sector, Sarah led a team of people and managed a large portfolio of Apartment Block Developments, working as Director of Block Management.

Nick is a Chartered Quantity Surveyor with close to 20 years’ experience in the construction industry. He has extensive experience in developing some of Ireland’s most sizeable and notable high density residential schemes. From working in the professional service environment and on the ground in construction projects, it provides him with a unique perspective in ensuring the successful completion of new homes. He is a true advocate of the importance of housing in the community and believes strongly in the important role the approved housing body sector has in the delivery of new homes.

Nick’s experience spans the full spectrum of the industry from project inception, funding, delivery, and operation. He holds degrees in both Accounting and Quantity Surveying and has developed a firm understanding of the importance of correct financial planning, management and due diligence required for large scale residential schemes.

Before joining Respond, Nick advised some leading investors in the acquisition and delivery of portfolios in excess of €1bn. He has experience in multiple asset classes but has a keen focus on high density residential schemes and has been involved in the acquisition and delivery of thousands of homes in the last number of years.

Seán joined Respond in 2023 as a Construction Project Manager to manage and ensure delivery of construction projects in line with defined project deliverables. Seán is responsible through the construction and defects period, for leading and coordinating quality control, managing defects and working proactively with stakeholder partners. Seán leads an internal team of site compliance coordinators, and oversees projects countrywide.

Seán has over 25 years’ experience in the construction industry, starting out as a site engineer and progressively working his way up to Project & Construction Management roles on a diverse array of projects across a wide range of sectors in Ireland. Seán has been involved in the built environment on complex projects in commercial, industrial, retail, medical, hospitality and residential sector. Seán’s involvement has extended from pre-site commencement right through to completion, handover and coordinating the defects period.

Frances is a Chartered Architect with over 30 years’ experience working with top tier public and private bodies. Having joined Respond in 2021, Frances `s principal remit is as Senior Architect, Design Lead on Respond’s Public Works Contracts tasked too ensure the design and delivery all PWC projects in line with statutory compliance, best practice and company ethos. Frances assist`s the Head of Development in the delivery of the Respond housing development programme. Frances is tasked with drafting the Respond Design Guide , in collaboration with internal and external stakeholders and Levitt Bernstein Architects, and in line with Respond`s strategic and design vision for place making and quality housing as part of a vibrant caring communities.

Frances has over 30 years’ experience working in the design and development of major infrastructural and residential design projects as well as acting as senior project manager on significant capital projects, coordinating design teams on complex urban renewal schemes in Dublin  City Council up to €150 m. Frances is a member of the Royal Institute of the Architects of Ireland  (RIAI). She has  lectured in the ATU school of Architecture in Sligo, and is an invited assessor for the Architects Registered Admission Examination. Experience in leading professional multidisciplinary teams and taking a strategic approach, she has significant experience in the master planning and delivery of large scale residential projects for local authorities.

Frances has worked for Dublin City Council, Fingal County Council, and ATU school of Architecture in Sligo, Irish Water and Ferreira Architects. Frances has knowledge of sustainability issues, having studied Green Building Solutions in OED International School, University of Vienna. Frances secured a media award from Comhar, and subsequently published articles based on her research in the Sunday Business  Post, the Irish Times, and the Medical Times.

Alan has a diploma and degree in Project Manager and is a qualified Senior Architectural Technologist and a member of the Chartered Institute of Architectural Technologists (CIAT). Alan  joined Respond in 2014, and has over 36 years’ experience in the Architectural sector. Alan’s principal remit is to to progress the management of projects on site and supports the development team including regular site visits, compiling site inspections / snag lists, sign off and hand over to our housing team and to liaise with our internal and external solicitors to ensure project compliance with legal & HFA framework.

Alan moved from the private Architectural sector to Respond and has worked with some of the top Architectural practices over the years. A graduate from Bolton Street and Dublin Business School.

Employed  as a Draughtsman in the early 1990’s to becoming  a Project Architect in 2003, working  on high profile projects from Golf Clubs / Office Developments / Retail Outlets and high end Private Housing Developments ranging in value from €2m to €60m. Before joining Respond, Alan was employed with International Fund Services as a Project Manager and joined Respond in 2014 as a Project Manager.

Kenneth is an Architectural Technician with over 25 years’ experience in the planning, design & construction side of property development. Joining Respond in 2007 as part of our in-house design team, Kenneth now focuses primarily on Quality & Compliance inspections in our many developments, working as part of our Construction Team to ensure projects are delivered on time, in line with all statutory requirements and to an exemplary standard.

Having worked in private practice for 5 years in a respected Galway architectural practice, prior to joining Respond, Kenneth was involved in all stages of development, with heavy input into the design, planning & tender stages of a multitude of scheme types. Working on projects from one-off dwellings through to large scale residential estates & apartment complexes, hotels and office blocks, commercial centres, schools and community facilities, he has experience in working on a wide spectrum of developments. With a keen interest in renewables & ecological building techniques, after studying Architectural Technology in Cork Institute of Technology, Kenneth also qualified as a BER Assessor and Air Tightness Assessor whilst also completing additional studies in Near Zero Energy Buildings in the Technological University of the Shannon.
